Complementary pathways have garnered increasing interest by policy makers in the last five years. The Global Compact on Refugees raised high expectations by lifting up complementary pathways as an additional third-country solution, alongside the traditional three durable solutions for refugees (return, integration, and resettlement). Additionally, UNHCR’s Three-Year Strategy on Resettlement and Complementary Pathways quantifies the annual goals for complementary pathways, with projected numbers of places that are twice those of resettlement. The EU’s New Pact on Migration and Asylum follows this enthusiasm, encouraging its Member States to develop and support programmes that facilitate access to legal avenues for those in need of international protection. Despite this concerted applause and expectations at the global and EU level, many uncertainties remain regarding complementary pathways, which may be but one reason that states have not yet embraced this concept with the same level of enthusiasm as global and EU policy makers.
This webinar will depart from an alternative understanding of complementary pathways that centres around the connections between the human, social, and financial capital of refugees and access to third-country solutions. Based on a new TRAFIG policy brief, the webinar will address the role that complementary pathways can play in fostering and tapping to refugees’ networks address the potential of building and leveraging refugees’ networks as a means to foster complementary pathways.
